Bylaws (as of January 2023)

ARTICLE I.               ORGANIZATION

A.    Organizational History

The Washington Seventh Day Baptist Church was constituted in 1945 and incorporated November 9, 1948, as the Evangelical Seventh Day Baptist Church of Washington, D.C.  The name was changed to Washington Seventh Day Baptist Church on January 8, 1956.  On March 5, 1969, the Church was re-incorporated under the District of Columbia Non-Profit Corporation Act of 1962.

B.    Purpose

The purpose of these Bylaws is to provide the structure and order by which the church shall be organized and governed.

C.     Statement of Beliefs

1.   In matters of faith and practice, the church declares itself to be in general agreement with the Statement of Beliefs adopted by the Seventh Day Baptist General Conference. 

2.    In particular, the church declares that it espouses and adopts the following beliefs:  

Seventh Day Baptists consider liberty of thought under the guidance of the Holy Spirit to be essential to Christian belief and practice. Therefore, we encourage the unhindered study and open discussion of Scripture. We uphold the individual’s freedom of conscience in seeking to determine and obey the will of God. The following statement is not intended to be exhaustive, but is an expression of our common belief, which is derived from our understanding of Scripture. (Romans 10:17, 12:2; 2 Corinthians 3:17-18; 2 Timothy 2:15, 3:16-17; Ephesians 4:3-6, 15)

a.  God.  We believe in one God, infinite and perfect, the Creator and Sustainer of the universe who exists eternally in three persons -- Father, Son, and Holy Spirit -- and desires to share His love in a personal relationship with everyone. (Gen. 1:1-2; Deut. 6:4; 1 Kings 8:27; Psa. 90:1-2; Isa. 57:15; Matt. 28:19; John 3:16; Acts 17:24-25; 1 Tim. 1:17; 2 Pet. 3:9).

1.  The Father.  We believe in God the Father, who is sovereign over all, and is loving and just as He forgives the repentant and condemns the unrepentant. (Ezek. 33:11; John 3:16-18; John 5:24; 1 Cor. 8:6; Eph. 4:6; 2 Thess. 1:6-8) 

2.   The Son.  We believe in God the Son, who became incarnate in Jesus Christ, our Lord and Savior. He gave Himself on the cross as the complete and final sacrifice for sin. As our Risen Lord, He is the mediator between God the Father and mankind. We believe that Jesus Christ, in keeping with His promise, will return suddenly, personally and visibly, at a time known only by God.  (John 1:14-18, 34; John 14:6; Rom. 1:3-4; 1 Cor. 15:20-21; Heb. 1:3; Heb. 10:10-14; 1 Tim. 2:5; 1 Pet. 2:24; 1 John 2:1-2; 1 John 3:16) 

3.   The Holy Spirit.  We believe in God the Holy Spirit, the Comforter, who gives spiritual birth to believers, lives within them, and empowers them for witnessing and service. We believe the Holy Spirit inspired the Scriptures, convicts of sin and instructs in righteousness.  (John 3:5-8; John 14:16-17; John 16:7-11; Rom. 5:5; 1 Cor. 12:4-7; 2 Pet. 1:20-21)

b.    The Bible.  We believe that the Bible is the inspired Word of God and is our final authority in matters of faith and practice. We believe that Jesus Christ, in His life and teachings as recorded in the Bible, is the supreme interpreter of God's will for mankind.  (2 Peter 1:20-21; Romans 3:2; 2 Peter 3:1-2, 15-16; 2 Timothy 3:14-17; Matthew 5:17-19; Psalm 119:105; John 20:30-31; Hebrews 1:1-2) 

c.    Mankind.  We believe that mankind was created in the image of God and is therefore the noblest work of creation. We believe that human beings have moral responsibility and are created to enjoy both divine and human fellowship as children of God.  (Genesis 1:26-27; Psalm 8:3-9; Micah 6:8; Matthew 5:44-48; John 1:12; 1 John 1:3) 

d.    Sin.  We believe that sin is disobedience to God and failure to live according to His will. Because of sin all people have separated themselves from God. We believe that because we are sinners, we are in need of a Savior. 

e.    Salvation.  We believe that salvation from sin and death is the gift of God by redeeming love accomplished by the Christ’s death and resurrection and is received only by repentance and faith in Him. We believe that all who repent of their sin and receive Christ as Savior will not be punished at the final judgment but enjoy eternal life.  (Isaiah 59:2; Matthew 25:41-46; John 3:16-18, 36; John 14:6; Romans 3:23-25, 5:6-8, 10, 6:23; Ephesians 2:8-9; Hebrews 10:10-14; 1 Peter 1:3; 1 John 1:8-10, 3:4-5)

ARTICLE IV.            MEMBERSHIP
 
Section 1.        Qualifications for Membership

Membership is open to anyone who accepts Jesus Christ, has been baptized by immersion, keeps the seventh day of the week as the Sabbath, is in agreement with the covenant and constitution of the Washington Seventh Day Baptist Church.  Exception:  in those instances when there are extenuating circumstances, baptism by immersion may be waived by action of the Diaconate.
 
Section 2.        Privileges and Responsibilities of Members

  1. Members of the church covenant are to pray for each other so that by precept and example they demonstrate the Gospel in family, social, and business relations.
  2. Regular members shall have the privilege and duty of voting at all elections and upon all issues that shall come before the church and of serving in any ordained, elected or adopted office.
  3. Members of the church have the responsibility to bear equally, according to their ability, the expenses of the church.  Tithing is encouraged.
  4. A member in good standing is one who actively adheres to the Washington Seventh Day Baptist covenant.
 
Section 3.        New Members
 
A person wishing to unite with the church may make the request for membership to the Pastor.  The Pastor and the Diaconate will confer with the candidate to assure their understanding of the Covenant and the polity of the church, and the Seventh Day Baptist Statement of Beliefs.

a.  Members 
Upon assurance of understanding and acceptance of those Beliefs the candidate may be admitted by vote of the membership of the church by:

  1. Verbal affirmation of faith at a church worship service or a regularly scheduled business meeting and baptism by immersion except as indicated under Section 1.a.;
  2. Presentation of letter of transfer for membership from any other Seventh Day Baptist Church; or
  3. Re-affirmation of faith, after previous baptism by immersion (with or without letter of transfer from another denomination).
 
  1. Associate Members

Those who are members of other Seventh Day Baptist Churches may be accepted upon request and a letter of recommendation from their church and approval for associate membership in this church.  Associate members shall have all the privileges and responsibilities of regular members except to vote in selling the church property and to accept an ordained office.
 
 
Section 4.        Fellowship Participants


Nonmembers who are active in fellowship and work of the church are a valued part of the church family.  While not given voting privileges, their participation and the expression of their opinions concerning the work of the church is greatly valued,
 
Section 5.        Church Discipline

  1. The REASON for church discipline is to purge out any evil/sin in its membership (1 Corinthians 5).  “Know ye not that a little leaven leaveneth the whole lump.  Purge out therefore the old leaven.  PURGING OF LEAVEN = RESTORATION OF BROTHER
  2. The MOTIVE for discipling a brother/sister is love (1 John 4:7-11).
  3. The GOAL is to restore him/her to fellowship with the Lord and the church.
 
Pray for sinning brother/sister lifting him/her up to God to forgive him/her and God will give him/her life.(1 John 5:16; Ephesians 6:18)
 
The person who is being approached must remember and keep in mind that the chastening comes from God, because we are using the word of God.(Hebrews 12:5-11; Proverbs 3:11)
 
“For whom God loveth He chasteneth”

  1. Steps

After each of the following steps, if thy brother/sister repents, forgive him/her and restore them to fellowship.If he/she will not hear and repent, go on to the next step:
 
Repent – to make a 180-degree turn from sin committed (turn in the opposite direction                                 from sin).

  • turn away from sin in godly sorrow and do things suitable for repentance.
 
(Acts 8:22; Matthew 3:8; 2 Corinthians 7:9-10)
 
Forgive – pardon a person and remind them of that sin no more.  If we do not forgive                                    neither will the Father forgive us.  If your brother/sister repents, forgive him/her.
 
(Matthew 18:21-22; Luke 17:3-4; 2 Corinthians 2:5-8)
 
Restore – bring back brother/sister into fellowship with Christ and the church body with                             the spirit of meekness.
 
(2 Corinthians 2:5-11; Galatians 6:1-5)
 
Step 1.
 
Go to sinning brother/sister alone, not seeking vengeance or self-justification, but to gain your brother/sister for Christ. Tell him/her their fault.
 
(Matthew 18:15; Luke 17:3a)
 
Step 2.
Go again to your brother/sister with one or two believers with thee as witnesses.
 
(Matthew 18:16; 2 Corinthians 13:1; 1 Timothy 5:19; John 8:17; Dueteronomy 19:15)
 
Step 3.
 
Tell your brother/sister’s sin to the church.
 
(Matthew 18:17; 1 Timothy 5:20)
 
Step 4.
Put this member away from among you and take off membership role.  Do not count him/her as an enemy but warn (admonish) him as a brother/sister.

Section 6.        Termination of Membership
 
A member of the church may be separated from the church by any of the following:

  1. A written request of a member for a letter of transfer to another church.  The request should be voted on by the membership at any regularly scheduled worship service or business meeting.
  2. A written request of a member that their name be removed from the church membership roll.  The request may be granted by the vote of the membership at any regularly scheduled worship service or business meeting.
  3. When a member has not attended church for a period of one year his/her name may be removed from the church rolls by action of the church.
 
ARTICLE V.              MEETINGS
 
Section 1.        Service for Worship and Instruction

  1. Divine worship services shall be held regularly each Sabbath (seventh day of the week) during the year, as well as arranged at the discretion of the Diaconate in consultation with the Pastor.
  2. Other services for worship and instruction may be held at such times and places as shall be deemed appropriate by the Church Planning and Coordinating Board.
  3. Dates for communion and baptismal services shall be determined by the Diaconate in consultation with the Pastor.  Normally communion shall be served the first Sabbath in January, April, July, and October.
 
Section 2.        Business Meetings

  1. The government of the church shall be vested in the members present, seven (7) of whom shall be considered a quorum, for any business meeting.
  2. The church year shall begin on the first of January.  The annual business meeting shall be held in January.
  3. The quarterly business meetings shall be held in April, July, and October.
  4. The President and any five members (5) may call special business meetings, or the Board of Directors, providing such meetings are announced in the bulletin, or at a regular worship service at least one week in advance.
  5. In the absence of a quorum the business meeting shall be held at the first available date as determined by the Church Planning and Coordinating Board, provided one week’s notice is given in the bulletin or from the pulpit at a Sabbath worship service, regardless of a quorm.
  6. All officers, boards, and auxiliary organizations shall report at regularly scheduled business meetings preferably in writing.
  7. All business procedures not specified in the by-laws shall be determined by Robert’s Rules of Order.
 
Section 3.        Membership Meetings
 
Voting for new members may take place during or following a Sabbath worship service without prior notice.  The Pastor or the Chairman of the Diaconate shall preside.
 
ARTICLE VI.            PROSPECTIVE MINISTRY
 
Section 1.        Encouragement
 
In recognition of the talents and dedication of an individual the church, by vote, may issue a statement of confidence in him, and urge  him to improve his talents in Christian leadership.
 
Section 2.        License to Preach
 
In recognition of the talents and dedication of one of its full members and his expressed intention to serve in Christian ministry, the church may, by vote, issue a license permitting that member to preach the gospel for a period of one year.  This license may be renewed annually by vote of the church.
 
ARTICLE VII.           THE ORDAINED MINISTRY
 
Section 1.        The Pastor
  1. Before calling a pastor, the church will seek the leading of the Holy Spirit through fasting and praying.  (Acts 13:2-3; Matthew 6:16-18)
  2. Qualifications for Pastor—The qualifications of the pastor, which the church will follow, is spelled out in Acts 6:3, 1 Timothy 3:1-7, Titus 1:5-7.
  3. Divorce—When God first joined man and woman in the garden (Gen. 2:23-24), it was His divine will for them to remain as one throughout their physical life.  This truth is reaffirmed in the New Testament. (1 Corinthians 7:10)
 
If either mate departs, the departed mate should remain unmarried or reconciled to the other (1 Corinthians 7:11).They are both bound to each other by law as long as they are alive and are not permitted to remarry. If the departed spouse marries another while his spouse is alive, the one who departed has committed adultery (Romans 7:2-3).
 
It hath been said, whosoever shall put away his wife, let him give her a writing of divorcement.But I say unto you, that whosoever shall put away his wife, saving for the cause of fornication, causeth her to commit adultery, and whosoever shall marry her that is divorced committeth adultery.(Matthew 5:31-32)

  1. Calling a Pastor
 
  1. Each member of the church will be given an opportunity to evaluate the needs of the church by completing a survey.
 
  1. The process of calling a pastor shall begin with an informal nomination in an open church meeting, the names being then referred to a committee for compilation of the relevant information, the results of which shall be returned to the church before a formal vote is taken.
 
  1. A call to the pastorate shall be issued to the candidate receiving the majority vote of the church and transmitted to him by the secretary stating the terms of the call including salary, housing, provisions for vacation, moving, travel expenses and allowances offered and the desired acceptance date.  The initial call shall be for three years contingent on Article VII, Section 1 e.
 
  1. Discipline
 
  1. The Lord is “…not willing that any should perish, but that all should come to repentance…” (2 Peter 3:9b) “…and hath given to us the ministry of reconciliation (2 Corinthians 5:18b)
 
  1. Any member, who has witnessed any account of continual sin by the pastor, that member should talk with the pastor in confidence.  If the action should continue the member should take the matter to the Diaconate, and the Diaconate and the member would meet with the pastor if necessary.  If further action is needed, the Diaconate will follow discipline set forth in Matthew 18:15-17.  The Diaconate will determine duration of discipline.  The pastor in discipline will not preach, teach or lead in worship.
 
  1. “…If he shall neglect to hear them, tell it unto the church…” The church will then vote on the recommendation from the Diaconate to terminate the minister.  If the majority of the members present vote for the diaconate’s recommendation, the minister will be terminated, effective immediately.
 
  1. The Pastorate
 
  1. The usual duties of Seventh Day Baptist Ministers are assigned to the pastor of this church.  He shall have the duties of administration and general supervision of all spiritual interests of the church.  As spiritual leader, he shall be at the service of the whole community.  He is to feed the flock (John 21:15-17, Mark 16:15-18, Jer 23:1-4, Ezekiel 13:17-21) according to each members need.
 
  1. He shall be a member of the church Planning and Coordinating Board and an ex-officio member of all other boards and committees of this church.  He shall make reports on his work and on the spiritual life of the church at the quarterly and annual business meetings, and present recommendations essential to the ministry of the church.
 
  1. A secret ballot shall be taken at the annual business meeting to express the member’s feeling concerning the acceptability of the pastor’s work.  The results shall be given at the meeting.
 
  1. The pastorate may be terminated by the resignation of the pastor or by majority vote of the church.  A three months notice shall be given by either party.
 
 
Section 2.        The Diaconate
  1. Method of Selection
 
  1. A member of the church may be called to the Diaconate when the need for additional members is expressed and endorsed by the pastor or the Diaconate.  (Acts 6:1-3)
 
  1. The procedure for the call shall begin with a time of prayer and fasting to be observed by the entire local church body during the week preceding a regular business meeting (Acts 13:2).  The church in its regular business meeting shall read aloud the scripture detailing the qualifications of a proposed Diaconate member (Acts 6:3, 1 Timothy 3:8-12).
 
  1. Each member in attendance will have the right to vote by secret ballot the number of names being sought for positions to fill.  The ballots will remain secret and turned over to the Diaconate chairman, who will in the presence of another deacon(ess) count the names on the ballots.  From those nominated, the Board shall select those to be interviewed and counseled.  From that group the Board shall present a slate of candidates to the church for election at the next business meeting.  There shall always be more nominations presented to the church than positions to be filled.
 
To provide the broadest exposure possible, the initial balloting for the Diaconate members will allow absentee voting.To vote absentee, a member must sign a register as proof of his/her vote and submit his ballot within two weeks after the church business meeting.All ballots will be opened after the second week by at least two deacons(ess).

  1. The Pastor and Diaconate shall arrange for appropriate ordination services following acceptance of the call by the candidate and the six months trial period (1 Timothy 3:10).
 
  1. Membership
 
  1. Membership within the Diaconate shall begin with ordination (Acts 6:6).  Ordination shall be for life.  Membership maybe withdrawn by church action as recommended by the Diaconate.
 
  1. A probationary period of 6 months shall precede the ordination.  The permanence of the Diaconate membership of the newly elected person will be established by the mutual acceptance of the position/conduct, respectively, by the new member and the existing Diaconate body.  (1 Timothy 3:10).
 
  1. A deacon or deaconess joining from another church may be selected for the Diaconate under the provisions for selection and call, as indicated above, and if selected, prior ordination will be recognized.
 
  1. The number of elected deacons and deaconess shall constitute the Board of Deacons.  They shall elect annually from their own members such officers as they deem necessary.
 
  1. Duties
  1. Supervise the spiritual life of the church in cooperation with the pastor.
  2. Prepare the sacraments and assist the pastor in the communion services.
  3. Assist the pastor in baptismal services.
  4. Review the applications for membership in the church.  Function as pulpit supply committee and counsel with individuals in need of special help.
  5. Serve as the pastoral Relations Committee.
 
  1. Discipline
 
  1. Diaconate censure procedure shall begin with an attempt to spiritually restore that member subject to discipline.  (Galatians. 6:1)
 
  1. Censure proceedings will generally follow the guidelines set forth in Matthew 18:15, 16 and may culminate in recommendation of removal of Diaconate membership removal of pulpit privileges, teaching privileges, or any combination of the aforementioned disciplinary actions.
 
  1. Church discipline procedures will supercede Diaconate discipline procedures.
 
ARTICLE VIII          OFFICERS
Section 1.        Officers
 
The president, vice-president, secretary, assistant secretary, treasurer, assistant treasurer,
auditor, corporate agent, head usher, pianist, Sabbath Recorder correspondent, Sabbath
School superintendent, Sabbath School secretary/treasurer and such other officers as
deemed necessary shall be elected annually. Two of the six (6) directors (trustees) shall
be elected each year for a three-year term.
 
Section 2.        Method of Election

  1. A nominating committee for the annual elections shall be appointed by the president within the first quarter following the annual election and it shall present the nominees directly to the church at the next annual business meeting.
 
  1. Any member may make nominations from the floor for elected officers.
 
  1. A majority of the votes casted shall elect an officer.
 
  1. When a vacancy exists, or the incumbent is unable or unwilling to serve between annual church business meetings, the president shall recognize that a vacancy exists.  The President shall bring a recommendation to the Church Planning and Coordinating Board for a temporary appointment to fill the office until the next regular church business meeting.
 
 
Section 3         Duties of elected officers

  1. President
 
  1. Presides at all regular and special business meetings of the church and declare if a quorum is present.
 
  1. Conduct the business of the church in accordance with the by-laws and Robert’s Rules of Order.
 
  1. Arrange for all business meetings to be announced at least one week in advance.
 
  1. Serve as a member of the Church Planning and Coordinating Board.
 
  1. Appoint all committees having no elected members within the quarter following the annual business meeting and additional committees as needed.  Copies of the names of the committees shall be presented to the secretary and carried in the church bulletin.
 
  1. When a vacancy exists the President shall follow the procedure outlined in Article VIII, Section 2d.
 
  1. Vice President
 
  1. Act when the president is absent.
 
  1. Serve as chairman of the Job Analysis Committee of the Church Planning and Coordinating Board.
 
  1. Secretary
 
  1. Serve as the recording officer of the church at all business meetings and carry on general correspondence as directed by the church.
 
  1. Serve as custodian of the church records except such as are assigned to the other officers and boards.
 
  1. Record all membership activity in record book and church minutes and initiate, sign, and mail letters of membership action.
 
  1. Assistant Secretary
 
  1. Assists the secretary upon request.
 
  1. Serve in the absence of the secretary.
 
  1. Treasurer
 
  1. Count weekly offering and bank the funds.
 
  1. Be responsible for all regular and special funds of the church.
 
  1. Keep an accurate accounting of receipts and disbursements
 
  1. Make disbursements for budgeted church expenses and any others properly authorized.
 
  1. Provide quarterly and annual reports to the church, which accurately reveal the financial status of the church and special reports at such other times as the church may direct.  The annual report shall have been audited before presentation to the church.
 
  1. Serve on the Budget Committee, and as ex-officio member of the Board of Directors.
 
  1. Assistant Treasurer
 
  1. Assists the treasurer upon request.
 
  1. Serve in the absence of the treasurer
 
  1. Serve on the Budget Committee.
 
  1. Auditor
 
Audit the annual report of the treasurer, comparing it with the books, vouchers, budget and other approved appropriations.The auditor shall not be a director.

  1. Corporate Agent
 
  1. Shall be a resident of the District of Columbia.
 
  1. Serve as the church’s registered agent and notify the church of all communications received from the District of Columbia.
 
  1. Head Usher
 
  1. Arrange for the greeting and seating of members and guests.
 
  1. Arrange for receiving the offering.
 
  1. Maintain safety and order within the congregation
 
  1. Serve as the church’s advisor concerning security and accessibility
 
  1. Directors
 
For duties of the directors, see Article IX Section 1a.

  1. Pianist
 
Play the piano at regular church services.

ARTICLE IX             BOARDS AND COMMITTEES
 
Section 1.        Boards with elected members

  1. Board of Directors
 
  1. Membership
 
Two directors (trustees) shall be elected annually for terms of three (3) years.The terms are staggered so that only two (2) members will be elected at a time.

  1. Duties
 
  1.  Transact the legal and financial business of the church over their signatures
 
  1. Elect a chairman from their membership and arrange for secretarial services.
 
  1. May recommend the purchases of, the sale of, and/or the encumbering of real property to the church; however, the church membership at a business meeting must authorize these actions by a two-thirds majority.
 
  1.  Shall serve on the Budget Committee of the church.
 
  1.  Responsible for the budget records including mortgage liabilities.
 
  1.  Responsible for the upkeep and maintenance of all church property.
 
  1.  Keep records of physical property.
 
  1.  Responsible for the provision of custodial services.
 
  1. Church Planning and Coordinating Board
 
  1. Membership
 
The pastor, the president, the vice-president, the chairman of the Board of Directors, the chairman of the Board of Christian Education, the chairman of the Board of Evangelism, the Director of Music Ministry, the secretary, and the treasurer shall constitute the Church Planning and Coordinating Board.

  1. Duties
 
  1. Coordinate the total church program and supervise the implementation of adopted church policy.
 
  1. Plan and present the following year’s program at the July business meeting for amendment and approval.
 
  1. Establish and keep a current Job Analysis of each officer, board and committee.  The vice-president shall act as chairman of the Church Planning and Coordinating Board when the Board is preparing and reviewing the Job Analysis.
 
  1. Present a copy of the Job Analysis to each new officer, board and committee chairman as they are elected.
 
  1. Establish an official seal for the Washington Seventh Day Baptist Church.
 
  1. Board of Christian Education
 
  1. Membership
 
One member elected by the church at the annual business meeting, the Sabbath School Superintendent, the Sabbath School teachers, the Youth advisor, a representative of the Diaconate, one representative from each auxiliary organization, if they so desire, and the pastor, ex-officio.

  1. Duties
 
  1. Elect its own chairman.
 
  1. Has general supervision of all of the educational activities of the church, including: an annual evaluation of the church educational aspects of the church, promotion of Bible study, youth fellowship and camping programs.
 
  1. Cooperate with the Sabbath School Superintendent in further development of the total Sabbath School program.
 
  1. The Sabbath School, Youth Fellowship, Camp program, and Bible studies, as well as any other related auxiliary activities, shall function as subcommittees directly accountability to the Board of Christian education.
 
  1. Sabbath School Superintendent Duties
 
  1. Must be a member of the church and in good standing.
  2. The Superintendent oversees the operation of the Sabbath School program.
  3. Report to the Board of Christian Education Sabbath School progress.
  4. Interact closely with teachers and arrange for substitute teachers when necessary.
  5. Solve problems that may exist in Sabbath School.
  6. Ascertain what materials are needed by teachers.
  7. See that the quarterly donations are made.
  8. Monitor classes quarterly and discerns whether the gift of teaching is evident in teacher’s life.
  9. Maintain and provide follow up on missing members’ list.
  10. Ring bell to close Sabbath School.
  11. Compile teacher’s report.
  12. In the absence of the Superintendent, the Sabbath School Secretary/Treasurer will exercise the authorities of the Superintendent.
 
  1. Sabbath School Teachers
 
  1. Must be a member of the church and in good standing.
  2. Prepare lessons for assigned class.
  3. Teachings should be in keeping with church principles and doctrines.
  4. Teacher’s life should reflect that teaching is their spiritual gift.  (1 Cor. 12:28-30)
  5. Teachers will be selected by the Board of Christian Education after a season of prayer and fasting.  Each potential teacher shall be presented a list of teacher responsibilities for their class, and challenged to make a one-year commitment to their class.  Teaching assignments shall be reviewed annually.
 
  1. Board of Evangelism
  1. Membership
Three members elected by the Church at the annual business meeting, the pastor, and the Diaconate shall constitute this committee.

  1. Duties
 
  1. Elect its own chairman.
  2. Have general supervision of the overall evangelistic program of the church.
  3. Make periodic evaluations of the evangelistic outreach of the church, making recommendations for the implementing of such programs.
  4. Formulate ideas and programs for evangelistic outreach, presenting them to the church Planning and Coordinating Board for review and presentation to the Church for approval.
 
 
Section 2         Committees with Elected Members

  1. Budget Committee
 
  1. Membership
 
The Board of Directors, the treasurer, the assistant treasurer, and the pastor, ex-officio shall constitute the Budget Committee, the treasurer shall serve as the chairman of the Budget Committee.

  1. Duties
  1. Present a budget at the annual church business meeting.
  2. Review the budget quarterly and make recommendations for necessary modifications.
 
Section 3.        Committees Without Elected Members

  1. Nominating Committee
 
  1. The church president shall appoint a Nominating Committee within the quarter following the annual business meeting.
 
  1. Duties
  1. Prepare a slate of nominees who are to be elected at the next annual church business meeting.
  2. Present a copy of the Job Analysis to each prospective nominee.
  3. Secure the consent of each nominee prior to listing the name on the ballot.
 
  1. Hospitality and Kitchen Committee
 
  1. Membership
 
The church president shall appoint a Hospitality and Kitchen Committee within the quarter following the annual business meeting.

  1. Duties
  1. Arrange for the housing of official guests when the need arises.
  2. Supervise the planning and serving of group meals unless the meal is served by some designated group
  3. Supervise the housekeeping of the kitchen.
  4. Notify the Directors when supplies of paper goods (plates, napkins, cups), and kitchen cleaning supplies need to be replenished
 
  1. Special committees for the purpose stated when they are formed shall serve for one year unless specifically stated otherwise.
 
ARTICLE X   AUXILIARY ORGANIZATIONS
 
 
Auxiliary organizations will be encouraged to set up their own program and organization which is consistent with the church purpose, constitution and by-laws.  Any group within the church wishing to form an auxiliary organization shall present the proposed plans to the Church Planning and Coordinating Board for review.  The Board will recommend appropriate action to the Church.

ARTICLE XIII           AMENDMENTS
 
The By-laws may be amended at any regularly scheduled business meeting as approved by a majority of the members present provided that the proposed amendment shall have been presented in writing at a previous regular or special meeting and provided that two notices shall have been given of such proposed amendment in connection with the regular notices of the meeting.
